The Finance Act 2082 is the annual act for the fiscal year 2082/83 which contains the rules of tax and revenue system in Nepal. It made changes in the Income Tax Act, 2058, and other laws which impact all business activities. The government presented the budget to the House of Representatives on 15 Jestha 2082 and forwarded its provisions to Parliament. The budget affected employers, accountants, freelancers, and salaried employees.

There is still so much interest in what really happened. The answer is important because tax laws determinepayroll costs, and take home pay and filing periods. There is potential for penalties, interest and stressful audits if there is a small misunderstanding. The reason is that it is beneficial for any Nepalese organisation to have a clear understanding of what all it entails in the Finance Act 2082.
Not everything was changed by the law. It was primarily about incentives for startups, exports of IT and priority industries. It also streamlined regulations regarding retirement schemes, social security tax and payroll. These changes affect the way companies have to create their salary sheets and calculate deductions for their salaries each month.
This page provides simple explanations of the key provisions. It includes information onNepal income tax 2082/83, 1% social security tax, retirement funds, incentives and TDS. It additionally demonstrates HR and finance teams’ ways of staying organized. Taxation is subject to change each year, please check with the Inland Revenue Department for final details before taking any action.
Nepal introduces a Finance Act each year to implement the budget presented by the Finance Minister. The Finance Act for fiscal year 2082/83 follows this process. It supplements the Income Tax Act 2058 and does not replace it.
Fiscal year 2082/83 ended in mid-July 2026. We don’t have a Finance Act for the present year. However, this law continues to apply to the old returns, audits and reassessments.
The tax rate for salaried is progressive slab system as per the Finance Act 2082. The first slab will bear a 1% social security tax. Higher slabs then rise in steps of 10%, 20% and 30%. Higher thresholds for joint filers than for single filers.
There are a few, who do not have to pay the 1% social security tax. This includes pensioners, proprietorship firms and those who make contributions to a retirement fund or to theSocial Security fund.
The same effect applies to retirement contributions, which decrease taxable income. The deduction can’t exceed one third of the assessable income or NPR 500,000, whichever is smaller. Resident women who earn only employment income qualify for a 10% rebate on their tax liability. These tax benefits affect employees’ net salaries. A reliable payroll system helps businesses calculate the correct deductions and apply eligible tax rebates accurately.
Let’s take an employee who has an assessable income of NPR 1,200,000 per year. She invests NPR 450 000 in a known pension plan. NPR 400,000 is one-third of her income. That is lower than the NPR 500,000 cap, so her deduction is NPR 400,000. Her taxable income falls to NPR 800,000.
Suppose that tax on that sum is NPR 100,000. This figure is only illustrative. She is a resident woman and only earns an income so she gets a 10% rebate. The rebate is NPR 10,000, so she pays NPR 90,000.
A major difference is in the case of retirement funds. The law removes the requirement for the Inland Revenue Department to approve retirement funds. Retirement funds must now be linked to institutions established under Nepali law. They comprise the Employees Provident Fund,Citizen Investment Trust, Pension Fund and Social Security Fund.
The law allows employees to transfer funds between recognised institutions without tax deduction at source (TDS), as specified in the Income Tax Act. This provision makes it easier for employees to change jobs and transfer their retirement savings.
The law supports key growth sectors of Nepal’s economy. Start-ups received a higher turnover limit for tax exemptions during their first five years. The exemption on IT export income also increased from 50% to 75%. These measures aim to improve the competitiveness of young Nepali businesses.
The law also offers tax relief to other priority industries. Businesses that produce or assemble EV charging equipment can receive a five-year income tax exemption. Green hydrogen producers can also access tax benefits. They receive a full tax exemption for the first 10 years, followed by a partial exemption for businesses operating in industrial areas.
The most common compliance requirement will continue to beTDS. Employers must deduct tax from salaries, rent, interest, professional income, and contract payments. They must submit the withheld amount to the Inland Revenue Department within the prescribed monthly deadline. Late payments may incur penalties and interest.
A reliable HR system simplifies this process. It keeps attendance, leave, overtime, and payroll records in one place. Tax deduction rules may change each year, making manual spreadsheets harder to maintain. An automated system helps businesses manage payroll accurately and track important updates. A system like Hajir HRM can assist the teams tocalculate the SSF, TDS and net pay with lesser errors.
It’s important to first review each salary structure with respect to existing slab rules. Be sure to determine if each employee is contributing to theSocial Security Fund or a recognised retirement plan. Ensure the 1% social security tax is only paid where necessary.
Then, have documents on hand for audits. Organise, store payslips, deposit receipts and statements of funds in an organised folder. Adjust payroll settings in response to any changes in the Finance Act. Most compliance issues can be avoided by a short monthly review.
It is an annual law based on which the budget of Nepal has been allocated during FY 2082/83. Modifies tax legislations, rates and exemptions.
According to some reports, the slabs are virtually unchanged in individual cases. Emphasis was placed on incentives and compliance. Please refer to the official schedule on the IR website at all times.
This does not apply to pensioners, proprietorship firms or those who contribute to a retirement fund or the Social Security fund. Employers are advised to check individual cases.
The first 5 years of income tax exemption is available for qualified startups. The turnover ceiling was raised under this law.
Yes, audits and multi-year incentives are included in the past returns. For current obligations keep up to date with the latest Finance Act and IRD notices.
Employ a payroll software which can keep tabs on both slabs and SSF/TDS. Check settings after each new Finance Act.
